Could this possibly be the smoking gun?

Weather Engineering from Vandenberg AFB - courtesy of NOAA Doppler NEXRAD radar KVBX

Note:  ABM Minuteman II missile launch scheduled for late afternoon

01:15 PDT - A preliminary low intensity burst by the Big Flasher to pre-condition the area with Dirac electron holes?

07:36 PDT - Medium intensity directional energy burst is directed from VAFB at incoming high intensity squalls

07:46 PDT - The repelling burst is continued at the incoming squalls

07:55 PDT - The repelling burst continues charging the area

08:15 PDT - Suddenly the sampling time between frames jumps from 10 to 20 minutes, but the repelling burst is still firing at the incoming squalls.  One wonders what occurred during the extra elapsed time that wasn't shown?

08:30 PDT - The transmitter is now turned off, the area saturated, and the incoming squalls have dramatically reduced in intensity to near insignificance.
Again, the sampling time between frames has altered, this time there was a 15 minute gap versus the 10 minute gaps in the earlier frames.

08:36 PDT - The sampling time has now dropped down to 6 minutes, and the approaching squalls continue to stay low in intensity.  The energy transmitter stays holstered.

17:33 PDT - With the missile scheduled for a launch window of between 6 pm and 10 pm, a low intensity directed beam starts clearing out the area to the west over which the missile is launched.

17:39 PDT - The sweep continues

17:44 PDT - The sweep continues

17:51 PDT - The sweep continues to the NNW

17:57 PDT - The sweep continues

1803 PDT - The sweep continues as the launch window opens

1809 PDT - A last sweep before launch

1815 PDT - The transmitter is turned off now that the missile is launched

Long shot of the missile and its trail - note the effects of the intense winds on the trail

Aftermath 18:20:10

Intense winds gust the rest of the afternoon and after sunset - Question: how could this missile be launched under such conditions when the previous launch was postponed because of high winds?

Note:  The AP news release announced a successful test, with the missile impacting its target downrange at 18:41 PDT.  Why therefore did four observers in Santa Barbara and Bakersfield observe the missile quit firing and blink out about two minutes after first stage separation at around 18:18?
